The Independent Electoral Commission, INEC today formally began announcing official results of the Saturday governorship election in Bayelsa state. Out of the results in five local council areas that have so far been released, PDP has clinched four, with one going to APC. The returning officer In Yenagoa LGA, Dr Torubeni said the PDP scored a total of 24, 258 votes to APC’s 14, 563. He said 16 units in eight wards were cancelled due to hijack of electoral materials and violence. According to him 5390 votes were cancelled. Also in Kolokuma/Opokuma LGA, the PDP polled a total of 7, 619 votes to 6, 396 for Chief Timipre Sylva of the APC. In Sagbama Local government, PDP got 28, 934, and APC 5,382 The Returning officer, Dr Preye said election did not hold in six polling units in Asamabiri due to failure of the card reader, violence and no voting which has 2,005 voters. The Collation officer in Brass local government, Dr Otaru Arigbosu declared that the APC polled 21,755 while the PDP polled 6516. He said six units with 1,983 voters were affected by cancellation due to over voting and violence. In Ekeremor LGA, the Collation officer, Dr Johnson Dangana said APC polled 7,918, while the PDP scored 14,602. He said due to the none use of card reader, snatching of ballot boxes and over voting in eight units, 13,910 votes were affected. Collation of results in the remaining three LGAs was thereafter postponed till tomorrow morning.

N13B Fraud: Ex-Militant Leader Tompolo Dares EFCC…Says I Won’t Run, I Won’t Honour Your Invitation

Ex-militant leader, High Chief Government Ekpemupolo, alias Tompolo has denied reports that he is in hiding and running away from honouring an invitation by the Economic and Financial Crimes Commission (EFCC). He dared the agency, saying he is a free citizen of Nigeria and will not run anywhere. In a statement released today, Saturday, Tompolo refuted reports of his invitation by the EFCC, alleging that he was only being witch-hunted because he bluntly refused to join the ruling All Progressives Congress (APC), as well as to support the party’s governorship candidate in Bayelsa State, Timipre Sylva. The EFCC had on Thursday given the former Niger Delta militant leader, one week to appear before the Commission on Awolowo Road, Ikoyi, Lagos or risk being declared wanted. In a letter from the EFCC, the Commission says it is investigating Tompolo for unclear dealings involving the sale of parcels of land worth about N13 billion to the federal government under the Goodluck Jonathan’s administration. He is expected to appear at the EFCC training room on Thursday, December 17. But in his statement today, Tompolo said: “On the November 24th 2015, I was informed at about 4 p.m. that a letter of invitation had been dropped at my home in Warri, inviting me to EFCC’s office in Lagos by 10 a.m. on the 25th of November 2015. I responded by a letter from my Solicitors, Messrs. Jakpa, Edoge & Co. The letter dated November 25th 2015 was received by one Uduak Ouot, a staff of EFCC, on the 3rd of December 2015, after several attempts to deliver. I have proof of delivery from the courier company.” Mr. Ekpemupolo said he was surprised that the EFCC, which he described as “an otherwise reputable institution,” lied to Nigerians. He added that his lawyer’s letter “indicated I am already in court with the EFCC in Suit No: FHC/W/CS/152/2015. EFCC had been served with the court processes since 20th of October 2015 but they refused to attend court on several occasions, or to file any court papers, only to appear for the first time on 30th November 2015 without filing any court papers. They even asked for the matter to be adjourned to 17th December 2015, the date they are now inviting me to appear before them.” He stated that the anti-corruption agency invited him two months after he had sued them. He said he had informed the EFCC of his readiness to honor their invitation once the court rules on his own suit, adding that the agency seemed bent on harassing him through their “reminder of 9th December 2015, which was leaked to the media on the 10th of December 2015, the same day as it was delivered to my house in Warri.” Mr. Ekpemupolo stated, “As a full blooded Ijaw man and citizen of Nigeria, I have done everything in my power to follow the laws of Nigeria. Since the amnesty declared in 2009 by [the] late President Yar’Adua I have strained myself to ensure that we all live in peace in this country. Those who think they can push us to war must rethink the necessity of such a war. “How can a law-abiding Government declare a man wanted who is in the law courts with them? They froze our business accounts since August 4th 2015, but we have not quarreled with anybody. We sued them to court, they refused to come to court. Now they are threatening to declare me wanted. “I know why they are after me. It is not the alleged multi-billion naira property transaction. After all, it went through due process and was approved by the Federal Executive Council (FEC). And as such if there are any questions to answer, it is the people at the FEC, Bureau of Public Procurement (BPP), Federal Ministry of Lands and Survey, Federal Ministry of Transport, NIMASA, etc who approved the transaction that should be answering such questions. “The real reason this All Progressive Congress (APC)-led Government is after me is that I bluntly refused to join APC and to support their Governorship candidate in Bayelsa State. We cannot all be in APC. Our people have always believed in the Nigerian project and had always hoped to join hands with this administration to move this project forward, but the conditions being attached are not acceptable. I insist on believing in the Nigerian project unconditionally! “We will continue to pursue our court case. The threat to declare me wanted is an unnecessary attempt to heat up the polity. I will go about my daily business, [as] usual. Finally, let me say this: if people can come from Sokoto, Katsina or Lagos to campaign in Bayelsa, why can’t I, a full-blooded Ijaw man, go to my Bayelsa to campaign? I will only add this: let the will of the people of Bayelsa prevail. Nobody should attempt to force the outcome of the election. We have kept faith with our promise to Nigeria, we expect no less from this country. So if anyone tells you that Tompolo is on the run, tell him Tompolo is not going anywhere.”

Dokpesi’s N2.2B Corruption Trial May Fail, Judge Warns…Remands AIT, Raypower Owner In Kuje Prison

A Federal High Court in Abuja today admitted the founder of DAAR Communication PLC, Chief Raymond Dokpesi, the owner of African Independent Television (AIT) and Ray Power Radio FM stations to bail in the sum of N400 million with two sureties in like sum. Justice Gabriel Kolawole in his ruling on the bail application however ordered Dokpesi to be remanded in Kuje prisons until the conditions attached to his bail are met. Justice Kolawole who granted the request of the accused for bail following his arraignment on six count charge, also ordered that the sureties should be government officers not below the rank of Director either serving or retired. He said that in case the sureties are serving directors, each must produce a letter from their permanent secretary confirming their status and appointment. For a retired Director, the sureties must produce government gazette in which he or she was listed to show that he or she retired as a director. And if the accused chooses to produce an entrepreneur as his guarantor, such a person must produce three years of consecutive income tax clearance certificates. Each of the guarantors must have landed property worth N200m duly certified by qualified estate surveyor and the property deeds should be deposited with the court registrar. The sureties must also swear to affidavit of means that in the event that the accused jumps bail they will forfeit the said property. Justice Kolawole also ordered Dokpesi to deposit his international passport with the court’s deputy registrar who would serve as a committee to verify the property and the claims of guarantors. The court also made an order that Dokpesi should not be re-arrested but in the event that any government agency wants to investigate him, that agency should write him through his lawyer who should produce him for interview or investigation between the hours of 10am and 6.30pm. He said the order was necessary to prevent government agencies from perverting the cause of justice and at the same time allow them carry out their statutory duties. Justice Kolawole has however expressed fears that the charge against Dokpesi may not stand as necessary parties from the office of the National Security Adviser [NSA] who were directly involved in the diversion of the N2.1 billion were not joined as defendants. He said the prosecution did not put forward sufficient grounds why the bail application should not succeed adding that doing otherwise would breach all known legal principles on the granting of bail. “The onus is on the state to show that a defendant who by the provisions of section 163 of the Administration of Criminal Justice Act [ACJA] and other laid down principles is entitled to bail should be denied. “The issue of bail is discretional and the ACJA has not removed the discretional powers of the court to grant or refuse bail. The court cannot be used as a circuit to deny an accused person bail when the offences are ordinarily bailable. No court of law will use the content of Proof of Evidence to refuse bail because to do so will rum contrary to sections of the constitution.” On whether Dokpesi will interfere with ongoing investigations as argued by the prosecution, Justice Kolawole said it was speculative “until a proper charge is filed, the court will not indulge in speculation to deny the accused person bail.” “The offences are ordinarily bailable, irrespective of the amount of money involved and it will be a misuse of application of judicial principles to refuse bail. It is only in capital offences that courts are hesitant in granting bail. The most crucial thing to consider is the prospect of the accused person to be available to stand trial. The prosecution has not made any fundamental evidence to deny the accused person bail.” He expressed fears that the trial of Dokpesi may be hampered by the absence of the National Security Adviser and other officers in the office of the NSA. On this he said “I wonder if the trial of the accused person can go on without the officers from the NSA joining as co-defendants. I think it is a fundamental omission on the part of the State. I was just trying to assist in the prosecution of the 2nd defendant, I will not say more least I will be accused of descending into the arena.”  

5 Female Suicide Bombers, 1 Civilian JTF Killed In Borno

Suicide bomb in Mafa

At least, six persons including a member of Civilian JTF and five suicide bombers were today killed in a bomb attack on a security outpost manned by the youth vigilante in Mafa town, Borno state. Sources said some female bombers targeting the CJTF had approached a security post manned by the CJTF in Mafa, about 40 kms to Maiduguri, the Borno state capital early today and blew themselves up, killing themselves and one of the youth vigilante. Northeast Information Officer of the National Emergency Management Agency (NEMA), Abdulkair Ibrahim who confirmed the bomb attack in a telephone message said five members of the CJTF were also injured. "Suicide bombers attack at Mafa check point in the early hours of today (Wednesday) by five female suicide bombers. They targeted the civilian JTF stationed at a check point. Five of the civilian JTF were injured, one died and the five suicide bombers died. All the five casualties are receiving treatment at the Borno Specialist Hospital," Abdulkadir said. Mafa, headquarters of Mafa Local Government area, east of Maiduguri, was recently liberated from Boko Haram by the military forces which also released many hostages initially taken by insurgents while they held sway in the small town. Thousands of the residents are now displaced persons being resettled at the newly created Internally Displaced Persons (IDPs) camps in the town.

Labour Leaders Must Protect Workers Against FG’s Anti-People Policies – Fayose

Ekiti State Governor, Mr Ayodele Fayose has urged labour leaders in the country to protect the interests of Nigerians, especially their members against government’s anti-people policies, saying; “Labour leaders must not allow the welfare of the people to be compromised.” Governor Fayose, who was speaking against the backdrop of the plan by the federal government to increase petrol pump price from N87 to N97 per litre, remove fuel subsidy, increase electricity tariffs, retrench thousands of workers, reduce N18, 000 minimum wage, introduce toll gate, among others, said; “If labour leaders do not stand up for the people at this time as they have done in the past, posterity will not forgive them.” In a statement issued in Ado-Ekiti on Sunday, Governor Fayose said he was particularly worried over the silence of labour leaders on the two months fuel scarcity in the country, which the federal government appeared not to have any ready solution to. The governor, who reminded the labour leaders of how they led their members to protest when fuel price was increased by the Dr Goodluck Jonathan administration in 2012, added that; “No matter the political party in government, labours unions must stand by their members in particular and the people in general.” He said; “When they were seeking for votes from Nigerians, they promised to reduce petrol pump price to from N87 to N45 per litre, they promised to create three million jobs per year, they said $1 will be equal to N1 and above all, they promised to pay unemployed youths N5,000 stipend and provide one meal a day to pupils nationwide. “However, thousands of Nigerians have lost their jobs in the last six months, while millions of jobs are to be lost next year, particularly in the construction sector and banking sector where mergers and acquisitions of banks have become imminent. Even the federal government that promised three million employments per year is already sacking workers with over 2,000 university workers retrenched. “Most importantly, President Mohammadu Buhari himself is telling Nigerians to prepare for hardships in year 2016, with no effort being made by the federal government to mitigate the effects of the impending hardships. The labour movement must therefore be prepared to stand up for the people, making sure that the welfare of the workers is not compromised by the government.” While maintaining that democracy was being threatened under the APC government of President Buhari, Governor Fayose said “a lot of infringements are being done to our democratic process and all lovers of democracy must be worried, especially about the inconclusive elections held under the present government.”

I am honoured and privileged to present the 2016 Budget proposal. This is my first address before this joint session of the National Assembly. I have come here today, not only to address members of the National Assembly, but also to speak directly to the men and women who placed us here.
  1. I know the state of our economy is a source of concern for many. This has been further worsened by the unbridled corruption and security challenges we have faced in the last few years. From those who have lost their jobs, to those young people who have never had a job, to the people in the North East whose families and businesses were destroyed by insurgents, this has been a difficult period in our nation’s history, lessons that we must not forget or ignore, as we plan for the future.
  2. By June 2014, oil prices averaged $112 per barrel. But as at today, the price is under $39 per barrel. This huge decline is having a painful effect on our economy. Consumption has declined at all levels. In both the private and public sectors, employers have struggled to meet their salary and other employee related obligations. The small business owners and traders have been particularly hard hit by this state of affairs.
  3. Fellow Nigerians, the confidence of many might be shaken. However, I stand before you today promising that we will secure our country, rebuild our economy, and make the Federal Republic of Nigeria stronger than it has ever been.
  4. The answers to our problems are not beyond us. They exist on our farmlands; our corporations; in the universities in the hearts and minds of our entrepreneurs; through the gallantry of our Armed Forces; and the resolute spirit of Nigerians, especially the youth, who have refused to give up despite all the obstacles confronting them.
  5. This Budget proposal, the first by our Government, seeks to stimulate the economy, making it more competitive by focusing on infrastructural development; delivering inclusive growth; and prioritizing the welfare of Nigerians. We believe that this budget, while helping industry, commerce and investment to pick up, will as a matter of urgency, address the immediate problems of youth unemployment and the terrible living conditions of the extremely poor and vulnerable Nigerians.
  6. In the medium to longer term, we remain committed to economic diversification through import substitution and export promotion. This will build resilience in our economy. It will guarantee that the problems we have today, will not confront our children and their children. This shall be our legacy for generations to come.
2015: A Year of Global and Domestic Challenges
  1. Today, it is widely acknowledged that the global economy has slowed down. This is particularly the case with emerging markets such as Nigeria. However, despite the weak emerging market growth rates, our domestic security challenges, declining oil prices, and the attendant difficulties in providing foreign exchange to meet market demands, the Nigerian economy grew by 2.84% in the third quarter of 2015.
  2. We have, and will continue to implement strategies that will maintain macroeconomic stability and manage the oil price shocks we are experiencing.
  3.  Upon the inauguration of this administration on 29th May 2015, we engaged key stakeholders from various sectors of our economy and interfaced with the heads of Ministries, Departments and Agencies (MDAs) in order to understand the true state of our nation. What we found prompted us to take certain strategic decisions.
  4. On the economy, we injected new leadership at the helm of our revenue generating agencies including the Federal Inland Revenue Service (FIRS), Nigerian National Petroleum Corporation (NNPC), Nigerian Communications Commission (NCC), and the Nigerian Customs Service (NCS). We implemented the Treasury Single Account (TSA) which, so far, has provided greater visibility of Government revenues and cash flows. We intervened to support States to navigate their fiscal challenges by restructuring their commercial bank loans and by providing facilities to enable them to pay salary arrears.
  5. We have demonstrated a strong will to fight corruption. I am sure you will agree that the sheer scale of corruption and impunity of the past explains in part, the economic challenges we now face. On these initiatives, and the many more to come, we shall not be deterred. We will pursue the recovery of everything that belongs to the people of Nigeria. No matter where it is hidden. No matter how long it will take.
2015 Budget Performance
  1. Distinguished and honourable members of the National Assembly, I now present a review of the 2015 Budget. That Budget was based on a benchmark oil price of $53 per barrel, oil production of 2.28 million barrels per day and an exchange rate of N190 to the US$.
  2. The projected revenue was N3.45 trillion, with an outlay of N4.49 trillion, implying a deficit of N1.04 trillion. Due largely to under-provisioning by the previous administration for fuel subsidy and the costs required to support the military operations in the North East, the Government had to obtain National Assembly’s approval for a supplementary budget of N575.5 billion. I take this opportunity to thank all members of the National Assembly for the prompt passage of that Bill.
2016: Budget Assumptions
  1. After reviewing the trends in the global oil industry, we have set a benchmark price of $38 per barrel and a production estimate of 2.2 million barrels per day for 2016. We have focused on non-oil revenues by broadening our tax base and improving the effectiveness of our revenue collecting agencies.
  2. Also, with the full implementation of the Treasury Single Account, we expect significant improvements in the collection and remittance of independent revenues. To further support the drive for increased remittances, we will ensure that all MDAs present their budgets in advance, and remit their operating surpluses as required by section 22 of the Fiscal Responsibility Act.
  3. We are determined to ensure that our resources are managed prudently and utilized solely for the public good. To set the proper tone, one of our early decisions was the adoption of a zero based budgeting approach, which ensures that resources are aligned with Government’s priorities and allocated efficiently. This budgeting method, a clear departure from previous budgeting activities, will optimize the impact of public expenditure.
  4. In addition to the proper linkage of budgeting to strategic planning, we are enhancing the utilization of the Government Integrated Financial Management Information Systems (GIFMIS) to improve financial management. The recently established Efficiency Unit is working across MDAs to identify and eliminate wasteful spending, duplication and other inefficiencies. We engaged costing experts to scrutinize the 2016 budget proposals. They have already identified certain cost areas that can be centralized for economies to be made.
  5. We have directed the extension of the Integrated Personnel Payroll Information System (IPPIS) to all MDAs to reap its full benefits. We will also strengthen the controls over our personnel and pension costs with the imminent introduction of the Continuous Audit Process (CAP). These initiatives will ensure personnel costs are reduced. Our commitment to a lean and cost effective government remains a priority, and the initiatives we are introducing will signal a fundamental change in how Government spends public revenue.
2016: Laying the Foundation for Sustainable Growth
  1. The 2016 budget, as outlined, is designed to ensure that we revive our economy, deliver inclusive growth to Nigerians and create a significant number of jobs.
  2. We aim to ensure macroeconomic stability by achieving a real GDP growth rate of 4.37% and managing inflation. To achieve this, we will ensure the aligning of fiscal, monetary, trade and industrial policies.
  3. As we focus on inclusive growth, we are conscious of the current rate of unemployment and underemployment. This is a challenge we are determined to meet; and this budget is the platform for putting more Nigerians to work. I can assure you that this administration will have a job creation focus in every aspect of the execution of this budget. Nigeria’s job creation drive will be private sector led. We will encourage this by a reduction in tax rates for smaller businesses as well as subsidized funding for priority sectors such as agriculture and solid minerals.
  4. As an emergency measure, to address the chronic shortage of teachers in public schools across the country, we also will partner with State and Local Governments to recruit, train and deploy 500,000 unemployed graduates and NCE holders. These graduate teachers will be deployed to primary schools, thereby, enhancing the provision of basic education especially in our rural areas.
  5. We also intend to partner with State and Local Governments to provide financial training and loans to market women, traders and artisans, through their cooperative societies. We believe that this segment of our society is not only critical to our plan for growing small businesses, but it is also an important platform to create jobs and provide opportunities for entrepreneurs.
  6. Furthermore, through the office of the Vice President, we are working with various development partners to design an implementable and transparent conditional cash transfer program for the poorest and most vulnerable. This program will be implemented in phases. Already, the compilation of registers of the poorest persons is ongoing. In the coming weeks, we will present the full programme, which will include our home-grown public primary school feeding and free education for science, technology and education students in our tertiary institutions. Indeed, this will mark a historic milestone for us as a nation.
The 2016 Budget
  1. Distinguished members of the National Assembly, I now present, the 2016 Budget proposals of the Federal Government. Based on the assumptions I presented earlier, we have proposed a budget of N6.08 trillion with a revenue projection of N3.86 trillion resulting in a deficit of N2.22 trillion.
  2. The deficit, which is equivalent to 2.16% of Nigeria’s GDP, will take our overall debt profile to 14% of our GDP. This remains well within acceptable fiscal limits. Our deficit will be financed by a combination of domestic borrowing of N984 billion, and foreign borrowing of N900 billion totaling N1.84 trillion. Over the medium term, we expect to increase revenues and reduce overheads, to bring the fiscal deficit down to 1.3% of GDP by 2018.
  3. In 2016, oil related revenues are expected to contribute N820 billion. Non-oil revenues, comprising Company Income Tax (CIT), Value Added Tax (VAT), Customs and Excise duties, and Federation Account levies, will contribute N1.45 trillion. Finally, by enforcing strict compliance with the Fiscal Responsibility Act, 2007 and public expenditure reforms in all MDAs, we have projected up to N1.51 trillion from independent revenues.
  4. Although we are working to diversify our economy, we will not lose sight of the need to restructure the oil and gas sector which has been marred by corruption and plagued with inefficiencies. Accordingly, I have directed the Petroleum Products Pricing Regulatory Agency (PPPRA) to adjust its pricing template to reflect competitive and market driven components. We believe this can lower input costs and attain efficiency savings that will enable PPPRA to keep the selling price for all marketers of petrol at N87 per liter for now.
  5. The current fuel scarcity with long queues at petrol stations all over the country causing social dislocation is very unfortunate. Government profoundly apologizes to Nigerians for this prolonged hardship and misery. It is as a result of market speculators and resistance to change by some stakeholders. Government is working very hard to end these shortages and bring fuel to the pumps all over the country.
  6. I have also directed the NNPC to explore alternate funding models that will enable us to honour our obligations in Joint Ventures (JVs) and deep offshore fields. We are confident that these measures can be achieved and will lower the burden that the traditional cash calls have imposed on our budget and cash flows as well as contribute towards shoring up our national reserves.
  7. To deliver our development objectives, we have increased the capital expenditure portion of the budget from N557 billion in the 2015 budget to N1.8 trillion, in the 2016 budget. Distinguished and honourable members of the National Assembly, for the first time in many years, capital expenditure will represent 30% of our total budget. In future years we intend to raise the percentage allocation for capital expenditure.
  8. This is a fulfillment of our promise to align expenditure to our long-term objectives, and a sign of government’s commitment to sustainable development. This increased capital expenditure commits significant resources to critical sectors such as Works, Power and Housing – N433.4 billion; Transport – N202.0 billion; Special Intervention Programs – N200.0 billion; Defence – N134.6 billion; and Interior – N53.1 billion. These investments in infrastructure and security are meant to support our reforms in the Agriculture, Solid Minerals and other core job creating sectors of our economy.
  9. We will invest to safeguard lives and property.
  10. We will invest in equipping our farmers with the right tools, technology and techniques.
  11. We will invest in empowering and enabling our miners to operate in a safe, secure and humane environment.
  12. We will invest in training our youths, through the revival of our technical and vocational institutions, to ensure they are competent enough to seize the opportunities that will arise from this economic revival.
  13. Indeed, the future looks bright. And I ask that we all work together to make this vision a reality. The 223% year on year growth in capital expenditure demonstrates our desire to make Nigeria more competitive, and start the journey to deliver sustainable development in our country.
  14. In fulfillment of our promise to run a lean government, we have proposed a 9% reduction in non-debt recurrent expenditure, from N2.59 trillion in the 2015 Budget to N2.35 trillion in 2016. Furthermore, we have budgeted N300 billion for Special Intervention Programs, which takes the total amount for non-debt recurrent expenditure to N2.65 trillion.
  15. As I mentioned earlier, the Efficiency Unit set up by this Administration together with effective implementation of GIFMIS and IPPIS will drive a reduction of overheads by at least 7%, personnel costs by 8% and other service wide votes by 19%. Distinguished and honourable members, this budget will be executed to provide optimum value by ensuring every naira spent by this Government, counts.
  16. We will devote a significant portion of our recurrent expenditure to institutions that provide critical government services. We will spend N369.6 billion in Education; N294.5 billion in Defence; N221.7 billion in Health and N145.3 billion in the Ministry of Interior. This will ensure our teachers, armed forces personnel, doctors, nurses, police men, fire fighters, prison service officers and many more critical service providers are paid competitively and on time.
  17. Distinguished and honourable members of the National Assembly, our 2016 borrowings will be principally directed to fund our capital projects. Furthermore, the sum of N113 billion will be set aside for a Sinking Fund towards the retirement of maturing loans; while N1.36 trillion has been provided for foreign and domestic debt service. This calls for prudent management on our part, both of the debt portfolio and the deployment of our hard earned foreign exchange earnings.

I am aware of the problems many Nigerians currently have in accessing foreign exchange for their various purposes – from our traders and business operators who rely on imported inputs; to manufacturers needing to import sophisticated equipment and spare parts; to our airlines operators who need foreign exchange to meet their international regulatory obligations; to the financial services sector and capital markets who are key actors in the global arena.
  19. These are clearly due to the current inadequacies in the supply of foreign exchange to Nigerians who need it. I am however assured by the Governor of Central Bank that the Bank is currently fine-tuning its foreign exchange management to introduce some flexibility and encourage additional inflow of foreign currency to help ease the pressure.
  20. We are carefully assessing our exchange rate regime keeping in mind our willingness to attract foreign investors but at the same time, managing and controlling inflation to level that will not harm the average Nigerians. Nigeria is open for business. But the interest of all Nigerians must be protected. Indeed, tough decisions will have to be made. But this does not necessarily mean increasing the level of pain already being experienced by most Nigerians.
  21. So to the investors, business owners and industrialists, we are aware of your pains. To the farmers, traders and entrepreneurs, we also hear you. The status quo cannot continue. The rent seeking will stop. The artificial current demand will end. Our monetary, fiscal and social development policies are aligned.

Come Out Of Hiding To Honour EFCC’s Invitation, Ijaw Elders Tell Diezani, Tompolo, Kuku, Others

Prominent Ijaw sons and daughters who are on the wanted list of the Economic and Financial Crimes Commission (EFCC) have been asked to come out of their hiding to honour their invitation by the anti-graft police. The call was made by, none other than, Izon Okosu-Otu, the umbrella body of Ijaw Council of Elders. In a statement issued by Bare Etolor, chairman of the Delta state chapter of the body, Izon Okosu-Otu asked them to “go and prove their innocence”. The elders particularly called on former militant leader, Government Ekpemupolo, better known as Tompolo; Kingsley Kuku, immediate past special adviser to former president Goodluck Jonathan on Niger Delta affairs and chairman of the presidential amnesty programme and Diezani Alison-Madueke, former Petroleum Minister, who it claimed had been recently invited by the EFCC and the Department of State Security Services (DSS) over allegation of corruption. The elders expressed worries over the spate of the invitation to their sons and daughters who they said “served the country meritoriously in the various position they held in former President Jonathan’s government”. According to the Ijaw elders, “There is no gain saying that every father must show concern about whatever happens to his child. The Ijaw nation is very worried about the recent invitation of some of our sons and daughters who have served this nation meritoriously “Their invitation no doubt is in furtherance of the APC federal government’s fight against corruption. Our sons and daughters, we believe are not the only invitees by these anti-corruption agencies. “It’s on this note that we call on any of our sons and daughters invited to graciously honour such invitation and prove his or her innocence. No one is above the laws of this country. Nobody, no matter how highly placed, is bigger than the government. The law should be allowed to take its course.” It also appealed to the investigative agencies to respect fundamental human rights, adding that civility “will save us from plunging this country into unnecessary ethnic uprising, heating up in the already tense ethnic fears in the country”. The elders called on the Ijaw nation’s factions to mend divisions existing in its socio-cultural bodies and cease to represent the ethnic group on a factional basis. The EFCC had initially given Tompolo an ultimatum of seven days to appear before it or risk being declared wanted. The seven days elapsed and the EFCC said it was employing other means within the ambits of the law to bring Tompolo to book. The agency has also invited Kuku, who claimed to be undergoing knee treatment abroad. Kuku later raised alarm over an alleged plot to frame him up for terrorism.

The federal government says it is doing away with plea bargain in the prosecution of criminal cases. The method allows suspects plead guilty to lesser charges in criminal cases and it has been used in the country in corruption cases to enable government recover part of funds stolen by high profile suspects in exchange for lesser jail terms. Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN) who disclosed this today said the federal government has constituted a formidable team of public prosecutors to prosecute corruption cases in various courts in the country. Malami who made the disclosure while receiving the BringBackOurGirls campaign movement in his office said government was not ready to make compromises on terrorism and financial crimes. The group was at the minister’s office to engage him on a number of issues that bordered on securing the abducted girls from Boko Haram captivity. He re-stated President Muhammadu Buhari’s commitment to bring all corrupt persons to book. “We have put in place a national prosecution team that comprises all stakeholders for the purposes of ensuring the success of what charge is presented before the courts. “The committee will be saddled with the responsibility of preferring relevant charges and ensuring that charges are preferred in line with the dictates of the law without compromises”, he said. He noted that corruption cases under past administrations in the country were deliberately compromised during investigation in order to pave way for criminal elements to escape the long arm of the law. Malami however assured that steps had been taken to audit such cases with a view to bringing the culprits to justice. His words “It is not just about having a team that will be prosecuting but ensuring that relevant audit is taken as it relates to previous prosecution to ensure that those that are found wanting are brought to book, and then the future of prosecution in this country is further enhanced by having in place an effective legal team that will involve legal drafters for efficient drafting of charges, efficient investigators that will ensure that adequate proof of evidence that will establish the required ingredients of an offence are put in place, and then competent prosecutors that will now ensure that the required proofs are presented before relevant courts for the purpose of establishing guilt.” On the issue of plea-bargaining as raised by the convener of the group, Mrs. Oby Ezekwesili, the AGF expressed his abhorrence for the policy and pledged the government’s commitment not to compromise the fight against terrorism and financial crimes. “I cannot imagine someone been responsible for monumental deaths of our citizens and then going scot-free arising from plea-bargain as a policy. It has never been the policy of the government to make compromises on terrorism and financial crimes. It will never be tolerated by the office of the AGF.” He described the abduction of the school girls as “tormenting and psychologically traumatisisng” for the nation. “It is tragic for a nation to have a budget meant for arms procurement for the protection of lives and property of the citizens, and end up not having the arms but compromising the process of making adequate provisions for the protection of lives of its citizens. “The government of President Muhammadu Buhari has demonstrated sufficient skill and commitment to the protection of lives and property within the shortest practicable time of coming into existence, it has recorded tremendous success including confronting Sambisa forest head-on with the hope of rescuing the Chibok girls.” Earlier, the group’s convener and former Minister of Education, Oby Ezekwesili told the AGF that the inefficient governance of the immediate past government was largely responsible for the tragedy of the Chibok girls. She recalled that since the advocacy for the Chibok girls began in April 2014, no concrete step was taken by the ex-President Goodluck Jonathan’s administration to secure the safe return of the girls. “In the movement, we over time realised that it is the failure of governance that resulted in the abduction of the Chibok girls and that corruption was the key obstacle to the rescue of the girls. “To that effect, therefore, we believe that in recent times and the revelations that have followed, it is clear that there is a lot your office must do in order to establish a framework that assures Nigerians that every bad behaviour that took place and facilitated the abduction of the girls and every bad behaviour that impeded their immediate release must be fully prosecuted. “The matter of disclosure of the Presidential Taskforce report on the fact-finding mission into the veracity of the abduction is key and urgent. This will put paid to the saying by some people that the Chibok girls’ abduction is a scam. How can the tragedy of the Chibok girls be scam when the government under which it happened instituted an inquiry into it, and there are parents who are crying that their children are not yet back? Their children are still with terrorists and their fellow citizens dare to call their experience a scam. The government owes it a duty to the girls under captivity, their parents, to the community of Chibok, the movement and to all well-meaning Nigerians that that report be transparently disclosed in its entirety so we will know exactly what made it possible for our Chibok girls to have been abducted”, Ezekwesili said.  

Petrol To Sell At N86 Per Litre January 1, 2016…Labour Kicks Against Backdoor Removal Of Fuel Subsidy

Effective January 1, 2016, petrol will sell for N86 per litre at Nigeria National Petroleum Corporation (NNPC) outlets and N86.50k in other filling stations as against the current N87 per litre. The Petroleum Products Pricing Regulatory Agency (PPPRA) said the prices would run from January 1 till March 31, under a revised pricing template. PPPRA Executive Secretary Farouk Ahmed disclosed this in Abuja on Tuesday. Within the new pricing template, the government approved two pump prices-one for NNPC retail outlets and the other for retail outlets operated by independent marketers. Both open market prices indicate a N1 and 50k drop from the official pump price of N87 per litre, which ends December 31. Farouk said the announcement followed the approval by the Minister of state for Petroleum Resources, Dr. Ibe Kachikwu, for the implementation of the revised template. The PPPRA has approved importation of three million metric tonnes of petrol in the first quarter of the year. The NNPC was granted 78 per cent of the total allocated volume for the period. The balance of 22 per cent will be supplied by other oil marketing companies. According to Farouk, a couple of elements that were affected by the price review include traders’ margin, which was revised downwards from N1.47 per litre to zero; lightering expenses (N4.07/litre to N2.00/litre) charges by the Nigerian Port Authority (NPA), (N0.77/litre to N0.36/litre); jetty throughput charges, (N0.80/litre to N0.40/litre); storage charge (N3.00/litre to N1.50/litre); bridging fund (N5.85/litre to N4.00/litre) and ex-depot price (N77.66/litre to N77.00/litre). Other elements, such as retailers’ margin, were, however, reviewed upwards from N4.60/litre to N5.00/litre; transporters, from N2.99/litre to N3.05/litre; dealers’ margin, from N1.75/litre to N1.95/litre. “Accordingly, the ex-depot price of PMS shall be N77.00k per litre while the pump price shall be N86.50k per litre – in line with the prevailing market trend. The key thing here is that with the revision, the open market price has come down slightly. The new pump price is N86.50k, down from N87 per litre, effective from January 1, 2016. “However, for NNPC import, because an element of the template which is the financing cost, is not captured in the NNPC template. Therefore, NNPC import is slightly lower. The NNPC price will be N86 per litre, meaning that if you go to NNPC retail stations, you should buy at N86 per litre and then N86.50k in other stations,” Ahmed said. The idea is to instill competition and stability in the downstream petroleum sector, he said. “Another important point is that this is not static as there will be a quarterly review of the price template. However, if there is a major shift, the minister may call for a review either upwards or downwards, depending on the market. But for now, at least for the first quarter, this price remains for three months, from January to March.” Ahmed noted that there was to be a pricing advisory committee made up of industry technocrats and which would sit down from time to time and advise the PPPRA on price movements. He added: “But the PPPRA will still sit down and do its work. The committee will advise it on any drastic movement in price. “The open market price is N86.29k. If you do the calculation, that means there is an element of over recovery and what we will do now is that we will go back to the marketers and bill them for the recovery. “With regards to NNPC, their arrival is N85.93k but they are selling at N86, so there will also be element of over recovery. However, we are comfortable with the numbers.” Speaking more on the review, Ahmed said: “In order to encourage investments in retail outlets, we slightly increased the provisions in the retailers, transporters, and dealers’ margins. In terms of distribution margin, we have also revised down the bridging fund and increased the retailers, dealers and transporters’ margins.” On the Q1 import permit, Ahmed did not disclose the identity of marketers selected for the period but stated that the agency had considered three key factors in selecting them. These factors, he said, include retail outlets ownership; marketers’ performance in previous quarterly allocation; as well as the challenges in sourcing foreign exchange. He noted that in allowing the NNPC to import 78 per cent of the total allocated volume, the agency envisaged that the corporation would have little challenges in sourcing for foreign exchange while the Central Bank of Nigeria (CBN) would be able to comfortably take care of the foreign exchange demands of the other marketers who would import the remaining 22 per cent. “This measure is to guarantee uninterrupted fuel supply nationwide. Marketers are required to note that there shall be a mid-quarter review of performance where volumes of non-performing marketers, including the NNPC shall be withdrawn and reallocated to performing marketers,” Ahmed explained. He also stated that the NNPC had in previous allocations done up to 111 per cent in product importation to stabilise supply, adding that future allocations shall be based on 100 per cent performance in the Q1, 2016 allocation. Ahmed said the revised template was built a little bit above the earlier daily consumption rate of 40 million litres per day. He said the agency is currently verifying the October, November and December claims of marketers for subsidy, after which the Debt Management Office (DMO) would be notified for further action. Meanwhile, the Nigeria Labour Congress (NLC), has warned the Federal Government against removal of fuel subsidy through the back door. This is even as it directed its ‎state councils and Industrial Unions to commence the process of mobilization prior to its meeting in the new year. ‎The General Secretary‎ of the Congress, Dr. Peter Ozo-Eson, in a statement said labour was taking the action based on conflicting views of government position on subsidy on petroleum products in the past few weeks. He said, "Party chieftains who supported and encouraged the massive protests against subsidy removal in 2012 are now preaching the inevitability of subsidy removal! The Honourable Minister of State for Petroleum first announced that come next year the price of petrol will revert to ₦97 per litre and that subsidy will be phased out. "Two days, thereafter, he denied this and stated that what he said was that the price will operate within a band of ₦87 to ₦97 and that this did not mean removing the subsidy. The same minister now says that the price of petrol will now be ₦85 in January signifying the deregulation of the sector." The Labour centre said it considered those positions as flip flops designed to confuse Nigerians and pave the way for deregulation of petrol prices through the back door. The Congress warned that as long as Nigeria continue to depend on imported refined products, deregulation and the abandonment of a subsidy scheme will unleash hardship on Nigerians. It added, "In any case, according to our laws, the determination of the recommended prices of petroleum products is the responsibility of the Petroleum Products Prices Regulatory Agency (PPPRA). By law, the board of PPPRA is made up of stakeholders. None of the contradictory prices the minister is throwing up is a product of the agency. Indeed, the board of the PPPRA has not operated for over two years although we have made repeated demands for the convening of the board." The Congress expressed that government must immediately constitute and convene the board of PPPRA in accordance with the law without further delay. This according to the NLC will enable the agency to examine and agree a new pricing template based on the realities of today, stating that any price unilaterally determined and announced by the minister is in violation of the law.

Fielding questions from Journalists shortly the opening of the 16th annual Judges Conference in Zaria, Kaduna state on Wednesday, Shekarau said though the anti- corruption crusade holds some meaningful lessons but the implementation and approach are full of contradictions. According to him, “How can you send a hungry security man to investigate someone who stole billions, and engage him in a room negotiations without compromising the principles, you know what will happen’’ He accused the Buhari administration of investigating the activities of the PDP rule in the last six years without investigating past governments within the last 20 years before PDP. He said, as such, the Buhari’s anti- corruption war has only succeeded in raising many doubts rather than instill any confidence in the citizenry especially political office holders who are being investigated. He said “government should focus on people’s development”, adding that “the most important component of security is welfare of the people.’’ On the likelihood of returning to the ruling APC, Shekarau said “there was never a time I thought of joining APC in my Life.” He attributed the deterioration of discipline among youths to the neglect of educational system that also fails to lay emphasis on moral education. “You cannot separate behavior and attitude in effective administration of justice which must be inculcated right from childhood age”, he advised. He appealed to government, parents and educational institutions to accord special priority to moral education so that the nation could have better citizens in leadership positions. Earlier in his keynote address, the Director of the Centre for Islamic legal studies, Dr Ibrahim Suleiman, decried the increase in social problems especially in the Northern part of the country which he said is more dangerous than security matters. He urged the federal government to address the drying up of Lake Chad in Borno state, devastated by Boko Haram insurgency, stressing that the insurgency would have been averted if economic situation of the area was fully functional.

Minutes after stepping out of the Kuje prison, Abuja following his release after meeting his bail conditions, security agents suspected to be from either the Department of State Services (DSS) or the Economic and Financial Crimes Commission (EFCC) today re-arrested former National Security Adviser, Sambo Dasuki. Dasuki is standing trial in three different courts in Abuja for alleged money laundering offences running into billions of naira. He was taken to court by the EFCC, but was granted bail last week along with former Sokoto State governor, Attahiru Bafarawa and his son, Sagir, as well as a former NNPC top official, Aminu Baba Kusa. Dasuki’s lawyer, Ahmed Raji (SAN) confirmed his re-arrest. The trial of Dasuki and other PDP chieftains is already creating a crack in the leadership of the Peoples Democratic Party, (PDP). A former Minister of State for Finance, Bashir Yuguda and five others were arraigned by the Economic and Financial Crimes Commission, EFCC before Justice Peter Afen of the Federal Capital Territory (FCT) High Court, sitting in Maitama, Abuja on a 22-count charge bordering on conspiracy, bribery, abuse of office and criminal breach of trust. Yuguda, was charged alongside with Dasuki, Shuaibu Salisu, a former Director of Finance and Administration, Office of the National Security Adviser; Attahiru Dalhatu Bafawara, a former governor of Sokoto State; Sagir Attahiru, his son and Dalhatu Investment Limited, while a former acting national chairman of the party, Dr Haliru Bello is also being investigated over the alleged diversion. Bello is the current acting chairman of the party’s Board of Trustees. But while the national working committee of the party led by Prince Uche Secondus has dismissed the ongoing trial as mere witch hunt, the body of National Vice Chairmen of the PDP at the end of their meeting on Tuesday affirmed support for the anti-corruption crusade of the Muhammadu Buhari administration. In a communique signed by the national vice-chairman, South-south and secretary of the body, Dr. Cairo Ojougboh and released today, the forum dissociated the opposition party from any corrupt practices and further vowed to take disciplinary actions against any of its chieftains who may be convicted in the corruption trial. The communique reads in part: "At a meeting held on the 29th December 29, 2015 in Abuja, the body of National Vice Chairmen of the PDP notes as follows: " That the body supports the anti corruption drive of the Buhari’s administration. "The body affirms that if corruption is not eradicated the growth of Nigeria as a nation will remain stunted. "We therefore dissociate the Party completely from any corrupt practices while the Party was in power. "The body notes with great concern the various allegations and charges against some PDP members that served in Government, even as these allegations and charges are yet to be proven, we call on the President to also investigate some of his serving Ministers and associates that even more grievous allegations have been levied against. "As a result the body wishes to affirm as follows : " That the PDP as a Party dissociates itself from any of its members so indicted. " Any member so convicted shall also face intra party disciplinary action and will be severely sanctioned accordingly. " That the Party stands steadfastly by the ideals of the G-34 founding Fathers of the Party. "That the ‘principle of the rule of law’ which was a cardinal focal point of the party while in government remains sacrosanct and immutable." Also in an apparent reference to the national convention of the party slated for next March, the body of national vice-chairmen of the party admonished the party faithful to remain steadfast and ensure that those willing to serve the PDP diligently are elected as national officers. "That the body enjoins all PDP party members to remain resolute and await the pending repositioning of the Party where square pegs will be placed in square holes and justice and equity will prevail. "Furthermore we reaffirm that mediocres will no longer be allowed to govern the affairs of the party. Power will now be returned to the people at the grassroots. " We make bold to say that those who are corrupt have left the party and those who left are indisputably mercenaries and soldiers of fortune. "That in spite of having lost the presidential elections the PDP remains the largest party in Nigeria and Africa and we intend to keep it so. "That the vast majority of PDP members at the Grassroots are innocent and not corrupt and accordingly we frown at and reject the notion and tagging of the PDP as a corrupt Party. "That Nigerians will realize in the very near future that the PDP remains the only viable choice for the Progress and Unity of Nigeria." Meanwhile, former Sokoto state governor and Chieftain of the Peoples Democratic Party (PDP), Alhaji Attahiru Dalhatu Bafarawa, today said his current travails is one of the challenges every politician must encounter in their political sojourn. Bafarawa who is standing trial alongside former National Security Adviser, Col. Sambo Dasuki (rtd), and others over alleged diversion of $2.1bn arms funds disclosed this in Sokoto, during an interaction with Journalists. The former governor also noted that as someone who believes in rule of law, he is confident of being vindicated at the end. According to him: "It is normal challenges faced as a politician. If you are in politics, you must expect both good and bad stories about you. Whatever happens to someone should be left in the hands of God, but I am sure of being vindicated at the end of the day." Bafarawa however declined to speak further when pressed to give an insight on the level of his involvement in the arms fund. He emphasised that since the matter is in court, he is ready to prove his innocence on all the allegations leveled against him. "This matter is in court. I wouldn't like to discuss anything that is still before the court", he added.

Some leaders of the All Progressives Congress (APC) in Kaduna state have accused the state governor, Nasir El-Rufai of paying party chieftains in the constituency of Senator Shehu Sani N500,000 each to suspend the Senator from the party. Chairman of ward 10 in ‎Kaduna South Local Government area of the state, Ado Mohammed Sani who made the allegation under the umbrella of Chairmen of APC in Local Government Areas in Kaduna, described the suspension of Senator Sani as a charade. Sani said the ward executives who carried out the purported suspension were bribed, allegedly by El-Rufai with N500, 000 at a popular sports arena in Kaduna metropolis. The State Acting Secretary of APC, Yahaya Baba Pate however said the bribery allegation was unfounded. “It is a total lie that the Ward officials collected N500, 000 because nobody can induce any leader at any level”, Pate said. But Sani who said he is the Secretary of the forum of ward chairmen in the local government disclosed that the local government is not aware of the letter of suspension. He further stated that Sani’s suspension letter was not initially signed by the ward 6 Chairman, the ward of the Senator, adding that one of the signatories of the letter is an impostor. While addressing a press conference at the Secretariat of the Nigeria Union of Journalists (NUJ) Kaduna State council today, he alleged that a meeting of the ward executives was facilitated by the Senior Special Adviser on Trade and Investment to the ‎governor, Muktar Ahmed Monrovia where the party leaders were given the money to carry out the suspension. According to him "the meeting was facilitated by the Senior Special Adviser on trade and investment Muktar Ahmed Monrovia at Murtala Square where he gave them N500,000 each and promised them a lot more to come. "They signed the document they thought was an attendance only for some of them to discover that what they signed was a suspension letter.” Speaking on the impasse between the Governor and the Senator, he said, "As a way of finding solution to the matter, we the forum of Chairmen of the local government invited Comrade Shehu Sani‎ and we had a meeting with him where we told him we were not happy with what was going on between him and the governor, stressing that what was happening was affecting our baby party and he gave us his side of the fracas. "Thereafter, we invited the Senior Special Adviser on trade and investment to the governor and we had a meeting with him the same day and pleaded that he arranges a meeting between us and the executive governor and told him all that transpired between us and the Senator who is ready for a round table to address the matter. "He promised to facilitate a meeting between the forum and the Governor. On Monday, I called him on the said meeting, he told me he was at home and promised ‎to call, he actually called but said the Governor was out of town. President Muhammadu Buhari today dashed the hopes of parents of the 209 female students of Government Secondary School Chibok, Borno State abducted on April 14, 2014 by Boko Haram, with his blunt declaration that there is no reliable intelligence on the whereabouts of the girls. He however assured that his government is already reaching out to leaders of countries in the Chad Basin in search of the girls. Fielding questions from a panel of four journalists during his maiden media chat on today in Abuja, Buhari said efforts to get reliable information regarding the condition of the girls have been hampered by government inability to establish contact with the genuine leadership of Boko Haram. His words "This is about the third time I will be answering questions on the issue of Boko Haram. We are insisting on establishing credibility of the leadership of the so-called Boko Haram before we can agree to negotiate with them on what terms they would release the girls to us so that we can take them to their parents and their school. "That is number one. Number two; we want to be sure that they are complete; 209, I think and that they are fit and sound. But what we know so far is that no Chibok girl has been rescued. "They must have dispersed them all over the place. We are still keeping our option open that if a credible leadership of the Boko Haram is established and they tell us where those girls are, we are ready to negotiate with them without any pre-condition. "But why they are keeping the girls, they must not get away with the idea that we will not secure the rest of the country. We are looking for the credible Boko Haram leadership that will convince us that the girls are alive or they are dead." Asked if his government has any idea if the girls were still alive or dead, President Buhari replied "No credible information.” He explained "I am working with Niger, Chad, Cameroon, and I can assure you that the issue of Chibok girls is always on our mind, even for humanitarian reasons. But there is no intelligence where the girls are physically or what condition they are in. "What we believe from our intelligence is that they keep shifting them around, so that they are not taken by surprise. And the whole lot of them are not in one place. And we don't know how many divisions they have made of them and where they are." When prodded further if there was no reliable intelligence from security agencies on where the girls are, he answered bluntly, "yes, no information . That is the honest truth.” Speaking on the state of affairs in the country, the President admitted that Nigeria is in a "real bad shape." He said "When we came in 1984, we didn’t know how much debt Nigeria had accumulated in the four years, three months of the second republic. I was privileged to be part of Obasanjo’s government, I know that administration handed a relatively secured economy and secured country to the second republic. The foreign exchange, the security were messed up. By the time I came back, they didn’t talk of any foreign reserve. It has disappeared." Explaining further, he said "The situation now is aggravated by the downturn in the petroleum industry. We have to re-organise NNPC so that we will know what gets in and gets out. The insecurity in the country, the down turn in the petroleum are ugly developments. But they are realities which Nigerians have to face. "Past budgets, over 90 per cent was overhead. Which country can develop without capital projects. People just sit and share money in government. No productivity. We are in a very bad shape." Asked if his government had plans to devalue the naira as a result of the poor state of the economy, he said such plans were not on the table. "You devalue the naira, against what? The dollar, euro or what?   We have to stop 43 items from being imported. If you are exporting textiles, exporting vehicle parts, yes we can devalue. But we are on the receiving end. I have told the Central Bank to go and seat with them in the Trade and Industry Ministry. " On the allegation of his government being selective in the fight against corruption, he said the accusation lacked merit. "I don’t think I tolerate corruption, I don’t think anybody can embarrass my government." Pressed that some of his government officials and leaders in the government have corruption cases, he challenged anybody making the allegation to name   such persons. The President declared that his government would not spare anybody no matter how highly placed, noting that it was based on that that he said during his inauguration that he belonged to nobody. He revealed that the government would charge those being fingered in corruption including those who returned part of their loots to court. The prosecution, he revealed will commence from the first quarter of next year. He however declined comment on how much has so far been recovered by his administration and the identity of those that have returned stolen money to government coffers. Focusing specifically on alleged oil thieves, President Buhari said the prosecution of culprits would take some years because of the international dimension to it. According to him, his government would have to get the shipping documents of the shipping lines involved, the accounts where the money is lodged and other documents involved before prosecuting the alleged offenders. On why his government has refused to release a former National Security Adviser, Sambo Dasuki, and the coordinator of the Indigenous Peoples of Biafra, IPOB, Nnamdi Kanu, despite several court directives, . Buhari said the two accused persons cannot be allowed to enjoy any form of freedom due to the enormity of their offences. Dasuki, who is facing trial for allegedly diverting and sharing over $2.2 billion meant for arms procurement for the anti-Boko Haram war, to politicians and cronies of former President Jonathan, was on Wednesday re-arrested by the DSS operatives after he had been granted bail by three different courts. Mr. Kanu, who is spearheading the quest for an independent nation of Biafra, was earlier granted bail by a Federal high Court sitting in Abuja, but he was also re-arrested by the DSS, which slammed a fresh charge of treasonable felony against him. “If you see the atrocities these people committed against this country, we can’t allow them to jump bail,” he said, stressing that Dasuki was simply sharing government’s money the way he liked. “They would just say to Central Bank give so and so, 40 billion naira just like that; 40 billion,” he exclaimed. He also said it would be bad to allow Dasuki “travel to London to see his doctor” arguing, “What of the over two million people displaced, most of them orphans whose fathers have been killed, what type of government do you want to run?   Ekiti State Governor, Mr Ayodele Fayose has described the return to power of President Mohammadu Buhari as a misadventure for Nigerians, calling on the international community, especially organisations like the United Nations (UN) and European Union (EU) to focus their attention on human rights abuses and contempt for the rule of law in Nigeria in 2016.” Governor Fayose, who said he was not disappointed by the President’s response during his media chat, to question on the disobedient of court orders by the Department of State Security (DSS), added that he had said it several times that once a dictator will always be a dictator and that those who helped him to power will end up in his gaol of dictatorship. Even when former Ondo state Governor, late Chief Michael Ajasin was twice cleared of any wrongdoing by Buhari’s military tribunals; he was made to remain in prison. “Those who witnesses Buhari’s regime in 1984-1985 will still remember how the National Security Organisation (NSO) – now DSS broke up a press conference of the Academic Staff Union of Universities (ASUU); detaining four of its officers, banned the National Association of Nigerian Students (NANS), the Nigerian Medical Association (NMA) and other associations and arrested their leaders. Even those who were not arrested were watched and warned by the NSO. “As it was in 1984 when an accused was presumed as guilty and must have to prove his innocence, Nigerians are now being told by Buhari, a democratically elected President that those he accused of corruption are already guilty and they do not have rights to enjoy bail granted them by the courts even after meeting all the bail conditions. “That is enough a signal on what is to come in 2016 and the international community and lovers of democracy in Nigeria must be watchful of the level of human rights abuses that will be perpetrated by President Buhari. However, I want to assure Buhari that democratic time will surely catch up with him because no dictator has ever succeeded in muzzling the rule of law, which is the basic ingredient of democracy,” the governor said. In September 2015, I got a call from Dr Adedeji Adeleke, a long time family friend, telling me his son had fathered a baby girl with my cousin, Sophia Momodu. I rejoiced with him as any reasonable soul would do. He apologised that he had not called all along because he wasn’t sure if Sophie’s baby was going to turn out a fake one like that of two others who had turned up at his doorstep. But mercifully, according to Dr Adeleke, Sophie’s baby passed the DNA Test by over 98 percent and he was elated. I congratulated him again as a proud grandfather. He said he would like to meet me with Sophie since Sophie’s dad, Uncle Jibola Momodu, passed on years ago and Sophie mentioned me as her cousin. I had known about Sophie’s baby through her first cousin Ruth Abraham and had called to congratulate her. I was happy when she sent me pictures of the baby and other romantic pictures with David Adeleke, aka Davido. But I never contacted David’s dad deliberately so as not to create the impression of begging for marriage. Where we come from, it is the man who approaches the lady’s family to plead to be allowed to marry into the family. Prior to this phone call from Dr Adeleke, Sophie had narrated to me how on the 11th July, 2015, she was tricked to Davido’s sister, Coco Adeleke’s house with her baby, Imade Aurora Adeleke. After getting to the house on Baderinwa Alabi Street, Lekki Phase I, Lagos, her baby was forcefully taken from her and she was thrown out of the premises with the threat that she would be decisively dealt with if she ever bothered to return there. There were armed policemen in the premises and to avoid what could have been a messy encounter, instinct prevailed on her to make her leave her breast suckling baby behind, with so much pain in her heart. By daybreak on the next day, Sophie was again at Coco Adeleke’s house to take her baby, but she was prevented by armed policemen from gaining access into the house. She was again threatened and warned never to return for the child. Despite the pain and trauma my cousin was made to undergo, I restrained myself from getting directly involved in the matter and appealed to her to stay calm and take it easy with the Adelekes. But after the phone call from Dr Adeleke, precisely on September 10, 2015, I picked up Sophie and her mum and drove to Dr Adeleke’s home in Lekki, Lagos. All through this time, I had waited patiently to meet Dr Adeleke with questions probing for answers. Dr Adeleke invited two of his close friends to the meeting namely His Majesty OBA ADEDOKUN ABOLARIN and Mr Wale Adeeyo. We went into lengthy discussions. His daughter Coco had brought in the little baby and both attended the meeting. Dr Adeleke explained why it took some time to call me and I said I understood. Dr Adeleke said the baby was discovered to have traces of marijuana in her during medical test and said he believed Sophie and David were smokers and he needed to protect the child from two irresponsible parents, as he described them. He told the gathering that the baby would be under temporary custody and observation. He directed that Sophie would come to his house every Sunday to see her baby. Our family agreed. He promised to pay Sophie a monthly upkeep. We thanked him for his kindness. He promised to buy her a car. We were grateful for his generosity. We had dinner with him and left. David was not present. Sophie said she got the monthly upkeep but never got the car and that she prefers to have her baby back and the Adelekes can keep their money. I called Dr Adeleke and he said I should allay her fears. I pleaded again for patience. I was shocked when Sophie called me desperately and said her daughter was being taken to Dubai by Coco. I immediately called Coco and she said she was taking the baby for intensive medicals and I wondered how she would pass through the airport without the consent of Sophie but she actually did and even sent me pictures from Dubai. I played it cool and encouraged Sophie to calm down. Sophie became withdrawn and extremely saddened. The situation went from bad to worse. She and David became aggressive enemies. At a point, David sent messages to Sophie and using the ‘f’ word against me. His father was shocked and called him to apologise which he did and I accepted and even told him how much I love him. The worst came when my wife came from London and went with Sophie to check on the baby at Coco’s house and they were literally walked out and told they were not welcome in her house. My wife called and I called Dr Adeleke who said they should go to his house and wait for him. Their meeting did not go well because my wife asked when the baby would be returned to her mum and Dr Adeleke went into the same old story of marijuana abuse and Sophie said she was ready for a test which Dr Adeleke wasn’t interested in. Dr Adeleke explained why the car had not been bought and my wife told him the baby was the issue and not the car. Dr Adeleke didn’t like the sound of this but it was reaching a point that some truth needed to be told that a baby cannot be bought with money. I flew to Nigeria on December 28, 2015 after Sophie told me the Adelekes were travelling to Dubai with her baby without her consent again. As soon as I landed I called Uncle Wale Adeeyo, a close confidant of Dr Adeleke and expressed our displeasure at the way Sophie was being treated and he promised to speak to Dr Adeleke. When he came back to me he didn’t sound too positive. We spoke several times and nothing tangible came out of his supposed intervention. I called Oba Dokun Abolarin but he was busy at a wedding in Ibadan. I then called Uncle Wale again and told him Sophie has plans to stop the trip on the knowledge that David has collected an American passport for the baby and the rumour that the baby was being abducted to America. I pleaded that we should avoid a confrontation. I headed to the airport to alert the authorities including Immigration and Emirates. As predicted, the Adelekes arrived the airport with the baby where Immigration had laid in wait for them. Coco came forward and was asked who the mother of the baby was and she claimed ownership and her passport and that of the baby were taken away by Immigration. Her dad was alerted and he came to the office of the Comptroller with others to try and rescue the passports but the Immigration stood their grounds. I saw him making frantic calls but he gave up after the flight departed. He repeated the same boast that no one could ever take the baby from him and I told him to stop talking like God. No one likes a fight but we have been treated shabbily and had to stop the charade. We could not be intimidated and everyone at the airport expressed shock and horror at such a brazen attempt to export a human being only seven months old without the mother. We thanked the officers who rescued us from a powerful family. We are always for peace, justice and equity. No one threatened the Adelekes with any expose unless they were using reverse psychology. Personally, I’m not a junk writer and would never descend so low to abuse those permanently connected to us through an innocent baby. We love the baby like they do and such an innocent child deserves to be protected by both families.    

Appeal Court Sacks Abia Gov Ikpeazu, Declares APGA’s Alex Otti Duly Elected Governor

The Court of Appeal sitting in Owerri, the Imo State capital, today nullified the election of Dr. Okezie Ikpeazu of the Peoples Democratic Party (PDP) as governor of Abia State, while declaring his main rival, Dr. Alex Otti of the All Progressives Grand Alliance (APGA), as winner of the election held on April 11, 2015. Ikpeazu had been declared winner of the election by the Independent National Electoral Commission (INEC), a verdict that was subsequently upheld by the Abia State Governorship Election Petition Tribunal sitting in Umuahia. Not satisfied with the judgment, Otti headed to the Appeal court, which today declared him winner of the poll. The Court held that Otti scored the highest valid votes of 164,332 as against Ikpeazu’s 114,444 votes. Delivering the judgment, Hon. Justice Oyebisi Omoleye, ruled that there were established cases of over voting and allocation of votes in favour of the PDP candidate in three Local Government Areas of Isi-Alangwa, Osisioma and Obingwa. She stated that elections in the three Council Areas have been cancelled as a result of the established anomalies adding that "after subtracting the votes from the Isi-Alangwa, Osisioma, Obingwa, the PDP candidate is left with a total vote of 114,444, while the APGA candidate has 164,332 votes and should be returned as the rightful winner of the election. The Appeal court therefore set aside the judgment of the election tribunal which had upheld the election of the PDP candidate. The Ikpeazu camp has however indicated that the sacked governor will proceed to the Supreme Court to challenge the ruling.

The Peoples Democratic Party has raised the alarm over alleged plot to poison its National Publicity Secretary, Chief Olisa Metuh, who was arrested earlier today by the EFCC, warning that his arrest was capable of ruining the country’s democracy. The party said in a statement by its National Secretary, Prof. Adewale Oladipo, that Metuh’s arrest by the Economic and Financial Crimes Commission, EFCC on Tuesday morning did not come as a surprise “given series of threats” to him by the ruling All Progressives Congress, APC and the Federal Government. The arrest of the PDP spokesperson is believed to be in connection with the on-going $2.1bn arms probe. He is said to be under investigation for allegedly collecting about N400m from the office of the former National Security Adviser, Col. Sambo Dasuki (retd). The money is believed to be part of the funds meant for the procurement of arms and ammunition for the fight against Boko Haram in North-East. The PDP, however, insisted that the arrest was part of a crackdown on its members in a bid to silence the opposition and “install a dictatorial one-party state” in Nigeria. According to the party’s statement “The arrest of Chief Metuh today underscores the growing political intolerance in our country and the foisting of a police state which was last Wednesday underscored by the President and Commander-in-Chief himself, who defended why a government in a democracy should flout constitutional provision and brazenly disobey court orders.” The PDP also claimed that there was a plot to harm Metuh while in custody. “We state this because we have been made aware of top directives to break Chief Metuh and if possible poison him during his detention by the EFCC,” it said. It added that the excesses of security agencies under the APC-led Federal Government, especially the Directorate of Security Services and the EFCC, in abridging the human rights of PDP members had become worrisome and a threat to the country’s democratic evolution. The party called on the international community and well-meaning Nigerians to stand up for democracy, which it said it “nurtured for 16 years and deepened to a level where the opposition, for the first time in our political history, had the opportunity to win in a general election.” “We therefore forewarn the FG and its agencies to save our democracy and forthwith release our National Publicity Secretary,” it added.    

NAPTIP Quizzes Davido Over Child Abduction Scandal

Pop star, David Adeleke, popularly known as Davido, was today visited quizzed by officials of the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), over alleged child abduction allegation filed against the 23-year-old artiste by his baby mama, Sophia Momodu. Sources at the Lagos office of NAPTIP revealed that Davido arrived at the agency at 11:07am local time today to face interrogation over the alleged abduction of his daughter, Imade from her mother, Sophia who is a cousin to popular journalist and publisher of Ovation magazine. Trouble for Davido began when Sophia wrote a petition against the musician through her lawyer, Mr. Gbolaga Ajayi. Ajayi while seeking protection for the rights of his client, petitioned the NAPTIP as the case borders on child abduction and trafficking. Davido’s father, Dr. Deji Adeleke and Momodu, had paid an earlier visit to the NAPTIP office on Monday for a meeting. However, Dr. Adeleke was said to have stormed out of the meeting barely 30 minutes after it started.

Kaduna state governor, Mallam Nasir El-Rufai today announced the dissolution of the interim management committees of the 23 local government councils in the state. The dissolution which was announced in a government statement signed by the Special Assistant Media and Publicity, Samuel Aruwan, explained that the decision was based on the expiration of their six-month term of office. The statement read: “Malam Nasir El-Rufai, the Governor of Kaduna State, has therefore approved the dissolution of the interim management committees. The Governor also extended his profound appreciation to all the IMC members for their selfless and dedicated service to their local governments in particular, and Kaduna State in general. “The Government has also directed each IMC to handover to the most senior director in their respective local governments, who will oversee the office of Chairman pending action by the honourable members of the House of Assembly.”

Controversial former Minister of Aviation, Femi Fani-Kayode has admitted that millions of naira that passed through his bank account were contributions from private individuals and not part of the $2.1billion arms money being investigated by the federal government. Fani-Kayode, who was Director of Media and Publicity, Jonathan/Sambo Campaign Organisation, during the last presidential election which Jonathan lost to President Muhammadu Buhari, in a statement today said he read with amusement the allegation made in a media report. His statement reads: “I read with amusement the allegation that was made in the media report that I was given 1.7 billion naira cash by President Goodluck Jonathan. This is false. A few hours later they changed their story and said that I received 1.7 billion naira from the office of the former NSA, Colonel Sambo Dasuki. This is also false. “I have never received one kobo from President Jonathan himself, Colonel Dasuki or any other member of President Jonathan’s government. I have not ever been in receipt of any public funds and neither was I the beneficiary of any payments in cash, transfer, cheque or otherwise from any government official during the tenure of President Jonathan. “As Director of Media and Publicity of the Jonathan/Sambo Campaign organisation I received money on behalf of the Directorate of Media and Publicity which I headed from private individuals and companies during the election campaigns but these were not public funds but rather private contributions specifically for the Presidential and other campaigns. “Such moneys were transferred into my account by the Director of Finance of the Presidential Campaign Organisation and that account was specifically set up for the purpose of running the publicity and media aspect of the campaign for the whole country and my Directorate. “These private individuals and companies paid their contributions into a designated account which was provided and controlled by the Director of Finance and from there she transferred it to the accounts of the various Directors and various individuals that were running for public office that the PCO supported. “The money that was sent to me for my Directorate by the Director of Finance was used in a lawful and responsible manner and by the time the campaigns were over my Directorate had paid all of its bills for services rendered and was not owing any media house or anyone else one kobo. “The Presidential candidate of our party President Goodluck Jonathan, the D-G of the PCO, the Auditor of the PCO, the Advisor to the PCO and the Director of Finance of the PCO all received reports and saw the results of the efforts of my Directorate. Not only were they satisfied with our efforts but they also commended us. “Those private individuals and companies that were kind enough to support and fund President Jonathans presidential campaign with their hard earned money were perfectly within their rights to do so and they were more than happy with our efforts as well. “They also commended us. Even though we ended up losing the election we fought a very virile, strong, visible, historic and aggressive campaign and the Nigerian people can attest to this. The encounter with the APC was an epic one and it was probably the most active and gruelling electoral battle in the history of our country. “Not one kobo of public funds was spent by or given to my Directorate during the campaign and as far as I am aware not one kobo of public funds was spent by or given to the PCO. Presidential campaigns all over the world cost huge amounts of money and Nigeria is no different. “This is especially so when it comes to publicity and media. My Directorate was difficult to run and our work was capital intensive. We did not use marshmallows, pebbles, and grass to pay for all the services rendered to us and all the television and newspaper adverts were fully paid for with money. “Nothing was done or given to us free of charge by anyone. This should not be a surprise to anyone as the APC and President Buhari’s campaign organisation did the same. I opened an account specifically for the funds that were used to run my Directorate and fund all our activities in order to ensure accountability and transparency. “We also audited our accounts regularly and insisted on the highest level of professionalism from all those that worked for or with us. Since when such matters have become a crime or subjects of criminal investigations I don’t know. If it was a crime to speak up for Jonathan during the campaign they should just say so. “If it is a crime to be a member of the PDP and to be in opposition they should just say so. If it is a crime to speak up for and defend President Jonathan and key members of his government after he has left office they should just say so. “If it is a crime to oppose the Buhari administration and speak up against his gross violations of human rights that they are indulging in and the violation of court orders they should just say so. “During the 2015 elections the PCO and my Directorate spoke up and campaigned for many PDP members who were running for public office and we funded and worked for them too. That was our job and I am very proud of the PCO and the role we all played despite limited resources. “I am particularly proud of the efforts of my team at the Directorate and I can assure all those that care to listen and that refuse to be misled by the government propaganda machine that we did nothing wrong. All we did was run an effective campaign and we did so with private funds and not funds from the government. “I am aware of the attempt by the government and my enemies to discredit me, smear my name and silence me by alleging all manner of wrongdoing but I am not in the least bit perturbed. As always my innocence will fight for me and my God will never forsake me. “I know that this government is capable of doing anything, of inducing anyone to say anything and that they have no sense of decency, justice or fair play. They are prepared to charge anyone just for breathing the air if needs be and they can attempt to frame up anyone that they believe is a thorn in their flesh. “I have always known this yet I refuse to run away or to be silenced and I will not be cowered. Though I have been warned and told over and over again by those amongst them who care for my well being that I have been listed down and targeted for persecution I am not in the least bit concerned about their evil plans for me. My life and destiny is in the hands of God and not theirs and He will fight for me and vindicate me. “As I have always said, the night may be dark but joy comes in the morning. If it was a crime to use moneys that were freely donated by private individuals from lawful and legitimate sources to fund the Presidential and other campaigns let them say so. “No election campaign anywhere in the world, including that of President Buhari was run with just words, goodwill, grass and pebbles and neither were we given free campaign adverts or air time. All these things were run and paid for with large sums of money. “This is especially so with publicity and media because that was the lifeblood of the various campaigns. I repeat, there is nothing that we did in the campaign organisation or that my Directorate did that Lai Mohammed, Buhari and the APC did not do in theirs. As a matter of fact they spent far more than we did but I have no idea where they got their money and whether they were private or public funds. “Most importantly my Directorate and, as far as I am aware, the Jonathan Sambo Presidential Campaign Organisation did not receive any public funds from any government official or office to run our campaign. Of this I am absolutely sure and I am very confident because I made a point of asking and insisting that this must be so. These are the facts and I eagerly await my accusers, persecutors and detractors. “Meanwhile I shall continue to live my life in peace, I shall not be intimidated by the boastful threats of the enemy and I will continue to live my life in the usual law-abiding manner that I have always done. “It is expedient and necessary for me to speak out now even though the EFCC has not said a word on this matter or even confirmed that there is indeed an investigation going on. This is because the modus operandii of the Commission of late is to leak their intentions to SaharaReporters before they strike and abduct their victims. “This has happened on a number of occasions and sadly they use such mediums to tell all manner of lies about the case and the accused to the public. By the time they finish they would have convicted their victim in a vicious smear campaign and media trial which is usually plagued and fuelled by lies and falsehood. “It is for this reason that I have taken this opportunity, whilst I am still at liberty, to tell the Nigerian people the truth and let them have all the facts. I sincerely hope that my statement will help to clarify matters in the eyes of the public regardless of whatever lies that they will soon be inundated with by a desperate, weak and wicked government. I fear them not because my life is in God’s hands. God bless Nigeria.”
